The Community Services (CS) department at Fred Victor is a multi-service, multi-site structure that encompasses the 40 Oak Community HUB and community programs, Consumption and Treatment Services, Employment and Training Services, Drop-Ins, Warming and Keep Cool Programs, and Food Services. Additionally, it operates a social purpose enterprise with catering services and spearheads a significant peer training initiative that prioritizes the involvement of individuals with lived experience.
As the Associate Director of Employment and Training Services, you will champion Fred Victor’s mission and the goals of our Employment and Training Programs. You believe that a good job can transform lives, and you are dedicated to building programs that make those life-changing opportunities possible.
In this role, you will develop the procedures, policies, and practices that create a strong and sustainable foundation. You will design clear, enduring pathways to employment in both traditional and emerging sectors, striving for excellence in service delivery every step of the way.
Operationally, you will lead the creation and execution of an annual plan that first stabilizes, then scales Fred Victor’s social enterprise and peer-led initiatives. You will cultivate and maintain a dynamic network of employers, industry leaders, and community stakeholders. Your programs will be thoughtfully tailored to meet the needs of people facing multiple barriers to employment, while remaining agile in response to evolving market trends.
Additionally, you will provide effective leadership and support to the Senior Manager, Employment and Training Service, fostering a collaborative and impactful team environment.

What You Will Do:
Strategic Program Leadership & Quality Enhancement
- Work with the Director to build a foundation for ETS
- Oversee the management and delivery of all Employment and Training Services (ETS) programs, ensuring program performance, quality, and financial sustainability.
- Ensure all ETS programs consistently meet or exceed funder requirements, organizational objectives, and established performance metrics.
- Provide comprehensive oversight of budgets, resource allocation, and service delivery to optimize operational efficiency. Collaborate with the Director to identify and pursue funding opportunities, strategic partnerships, and avenues for program growth and innovation. Maintain accountability through regular monitoring, evaluation, and reporting to support continuous improvement and organizational success.
- Create a plan that aligns program goals with sector best practices and community needs.
- Champion the growth of social enterprises (SPEs) and peer-led initiatives by providing guidance and operational support
- Lead Fred Victors Social Enterprise towards self-sustaining business models.
- Lead the design, implementation, and ongoing improvement of evidence-informed, skills-focused training programs that respond directly to labour market trends and employer demands.
Industry Partnerships & Labour Market Alignment
- Develop, nurture, and expand a broad network of employers, industry bodies, educational institutions, and community organizations to strengthen program relevance and impact.
- Conduct regular labour market analysis to anticipate workforce trends and identify emerging opportunities, ensuring training curricula and employment pathways remain responsive and adaptive.
- Facilitate direct employer engagement for client access to internships, apprenticeships, and sustainable employment opportunities.
Innovation, Responsiveness & Impact Measurement
- Foster a culture of innovation by supporting peer-led models and social enterprise ventures that address barriers to employment and workforce participation.
- Use to monitor program effectiveness, measure outcomes, and inform continuous quality improvement for all employment and training services.
- Support rapid responsiveness to changing market conditions and client needs by developing agile frameworks for program adaptation.
Leadership, Collaboration & Organizational Support
- Provide effective leadership and mentorship to Senior Managers and program staff, nurturing a client-centered, results-oriented team environment.
- Collaborate cross-departmentally to integrate employment and training initiatives into broader organizational strategies and community-based supports.
- Collaborate closely with the Associate Director of Food Access and Sustainability to scale up hospitality training programs, effectively supporting job seekers through comprehensive training and employment opportunities within the hospitality sector, ensuring seamless integration with ETS objectives and social enterprise growth.
- Assists the Director in strategic planning, budget management, and performance reporting related to employment and training programs.
- Provide support to other initiatives of the Community Services Department as needed.
- Act in the absence of the Director as needed.
What You Bring to the Team:
- Bachelor’s degree in Workforce Development, Social Work, Business Administration, or a related discipline.
- Minimum of 5 years of progressive leadership experience in employment services, workforce development, social enterprise, or related fields.
- Demonstrated success in developing and sustaining employer and industry partnerships aligned with labour market demands.
- Experience supporting or managing social enterprises and peer-led initiatives is highly regarded.
- Strong strategic planning and analytical skills, with proficiency in data utilization for program evaluation and enhancement.
- Excellent communication, negotiation, and relationship management capabilities.
- Ability to work collaboratively in a dynamic, multi-stakeholder environment and to manage competing priorities effectively.
Work Environment
- Based at 145 Front St, Toronto, with occasional travel to partner sites and community engagements.
- Flexibility to work outside standard hours to support program and community needs.
Compensation and Benefits:
- For the Associate Director – Employment Services and Social Enterprise, Fred Victor offers a salary range of $93,502.50 - $116,863.50
- 4 weeks of vacation to start + 1 float day
