CultureLink has a team of over 70 staff members speaking more than 30 languages and is funded by various levels 
of Government, United Way Greater Toronto, various foundations, corporations and charitable giving. 
 
Job Summary 
 
The Assistant Manager supports programs which serve newcomers, primarily the Settlement Workers in Schools 
(SWIS) program. The Assistant Manager will be contributing to the successful implementation of programs and 
for achieving committed output and outcomes. Core responsibilities include, but are not limited to: building and 
strengthening relationships with partners, working in collaboration and supporting CultureLink’s programs 
supporting newcomers, s implementing an effective feedback system to meet and exceed the agency’s strategic 
goals related to quality service provision, accountability and equity. 
 
The Settlement Workers in Schools program (SWIS) provides needs assessment and referral services to parents 
and youth in Toronto District School Board (TDSB) and Toronto Catholic District School Board (TCDSB) schools 
and Reception Centres. Follow-up services are provided to ensure successful client referrals are achieved. Clients 
receive a tailored, incremental settlement plan to advance newcomer settlement goals. For complex client needs, 
extended support is offered. Group activities include various tailor-made workshops and Newcomer Orientation 
Week programs in multiple schools. A team of front-line employees deliver the program at different school sites, 
serving over 6,000 clients annually. 
 
This position primarily supports the SWIS team and collaborates with the rest of the CultureLink team as needed. A 
key element of this position is to coordinate day-to day activities of the Team and also to build and maintain 
relationships with stakeholders and community partners. This position acts as a liaison between management and 
program stakeholders to maximize efficiency and effectiveness of services. On-site presence as well as visits to off-
site work locations within the City of Toronto, is required. 
 
Duties 
 
Working closely with the Manager, SWIS, the management team and the rest of the CultureLink staff, the Assistant 
Manager, SWIS will be responsible for: 
 
Program Coordination 

ï· Assist in coordinating the activities of staff within the schools, ensuring that all services and support programs 
are effectively implemented. 

ï· Support SWIS staff to understand project scope, timelines, and required targets. 
ï· Participate on SWIS Coordinator and SEPT steering Committee meetings as directed.

ï· Monitor data entry, case records, statistical and other staff reports and ensure weekly, monthly, quarterly data 
verification 

ï· Attend selected staff-led activities to monitor delivery and client satisfaction. 
ï· Generate monthly statistical data to support the development of reports and presentations for senior 

management, the board, funders, and other stakeholders on program outcomes, impact, and effectiveness. 
ï· Ensure adherence to health and safety polices and procedures at various staff work stations in schools and 

other partner sites 
ï· Assist in strengthening partnerships and promoting the SWIS program and activities with TDSB, TCDSB, TPL, 

parents, parent committees, agency staff and external audiences 
ï· Participate in Management meetings, management committees as required 

 
Staff Coordination 

ï· Coordinate staff activities on a daily basis to ensure the smooth running of the program 
ï· Monitor staff roster to ensure presence in schools at all required times. This includes re-assignments where 

necessary and prompt coordination with partner site. 
ï· Support with resource allocation for staff members, ensuring that workers have access to the necessary 

materials and equipment to carry out their duties effectively. 
ï· In coordination with the manager, address staff concerns, needs and recommendations regarding program, 
ï· Monitor staff schedule, attendance and liaise with partners for service efficiency and accountability 
ï· Maintain records and ensure that program files and documents are updated. 
ï· Support the professional development of staff by providing coaching and guidance for training and work in 

collaboration with manager to evaluate staff performance. 
 
Financial Management 

ï· Coordinate with manager to effectively monitor program budgets and maintain best practices in expense 
management to ensure timely spending and submission of expenses, delivery of payments as appropriate. 

 
General Administration 

ï· Develop and maintain new partnerships 
ï· Coordinate the purchase of supplies as needed 
ï· Coordinate the supervision of placement students and volunteers as required 

 
Other Duties 

ï· Any other duties as assigned 
 

Required Competencies 
 

ï· Physical Demands: sitting at a desk for computer work (50% of the workday) and meetings; lifting (files, 
laptop and program supplies up to 5kg); working in an open office 

ï· Non-physical demands: travel between worksites; institutions/community partners, monthly deadlines, 
variety of tasks; some evening and weekend work required 

ï· Social/emotional demands: teamwork; relationships/network-building; exposure to emotional situations; 
working closely with the public, clients and staff 

ï· Cognitive/mental demands: attention to detail; self-supervision/autonomy; multitasking; organizational 
ability/time management, adaptability, sound judgement, effective written communication 
 

Qualifications 
 

ï· Bachelor’s degree, or Master’s, preferably in Social Work, Psychology, Education, Management, or related 
fields

ï· Minimum of two (2) years experience involving supervision of staff within a non-profit, community-based 
environment 

ï· Experience in settlement, social and education industry, preferred experience with newcomer sector/SWIS 
ï· Experience in a unionized environment is preferred and an asset 
ï· Demonstrated experience in building and maintaining relationships with multiple stakeholders, superior 

interpersonal and soft skills with strong team building, coaching and motivation skills 
ï· Excellent knowledge of education systems and structures in Canada and Toronto (i.e. TDSB, TCDSB) 
ï· Strong program planning, design, implementation and evaluation experience and skills 
ï· Excellent written and verbal English communication; French language skills are an asset 
ï· Additional language skills are valued, especially those commonly spoken by newcomer communities, 

though not required 
ï· Familiarity with databases and ability to generate reports 
ï· Preferred experience in partnership development and management 
ï· Direct experience working in a SWIS, or similar program is preferred 
ï· Satisfactory Vulnerable Sector Screening with the past six months; and 
ï· Must be authorized to work in Canada.
