The Centre for Refugee Children—a partnership project of Christie Refugee Welcome Centre and FCJ Refugee Centre—provides direct settlement services to unaccompanied and separated children (UASC) in Ontario, with a specialized focus on ensuring access to justice for refugee and migrant children and youth who are navigating the refugee claim process or other immigration proceedings. In addition to serving UASC across the province, accompanied refugee and migrant children who have exceptional legal and settlement needs may also be eligible to access services and support from the Centre.Through its establishment, the Centre for Refugee Children aims to strengthen connections with community organizations and government divisions to improve immigration, child welfare and settlement outcomes for children, youth and families supported by the project. The Centre also engages in public education and advocacy initiatives in response to issues impacting unaccompanied and separated children in Ontario and throughout Canada.The Centre for Refugee Children has an opportunity for a full-time (37.5 hours per week) Child Representative Staff&nbsp;to join our team.Reporting directly to the Centre’s Director and the Centre’s Policy &amp; Advocacy Coordinator, this role will operate within the Centre’s Child Representative Program to provide direct support to children who are navigating immigration legal proceedings, including refugee claim hearings and admissibility hearings before the Immigration and Refugee Board (IRB) as well as front-end interviews and immigration applications.Regular work hours will be Monday to Friday, 9:00am to 5:00pm. Occasional evening work hours will be required to facilitate appointments with children and to support the staffing model of the Centre.RESPONSIBILITIES OF THE POSITION INCLUDE (BUT ARE NOT LIMITED TO):<ul><li>Provide direct legal support in the capacity of a child representative/designated representative for children who are navigating the refugee claim process and other immigration proceedings before the Immigration and Refugee Board (IRB).&nbsp;</li><li>Maintain a rolling caseload of approximately 15-20 children who are navigating the refugee claim process.&nbsp;</li><li>Support an average of 6-8 admissibility hearings for children per month who are referred for this process to receive their Conditional Departure Order as part of their refugee claim process.&nbsp;</li><li>Assist unaccompanied children and youth to understand the refugee claim process, assist with the completion front-end forms, accompany and support children at immigration appointments, retain counsel and/or legal support for the child’s legal proceedings, assist to prepare children for their refugee claim hearings before the IRB, and communicate on the child’s behalf to lawyers, immigration authorities and other service providers as it relates to the child’s immigration process in Canada.&nbsp;</li><li>Work collaboratively with the Centre for Refugee Children staff to ensure that all children and youth being supported by the Child Representative Program also have access to supports in other areas of their settlement, and when needed facilitate referrals to the Centre’s settlement staff team.&nbsp;</li><li>Assist the Centre’s Director and Policy &amp; Advocacy Coordinator to convene, attend and facilitate meetings with NGOs, government officials and other stakeholders, including the Unaccompanied and Separated Children Network (chaired by the Centre for Refugee Children) and other meetings related to issues impacting refugee and migrant children in Ontario and across Canada. • Support the Centre’s Director and Policy &amp; Advocacy Coordinator in direct advocacy to government officials for initiatives related to the legal needs of refugee and migrant children in Ontario.&nbsp;</li><li>Keep up-to-date program statistics and case notes as required by the Centre for its Child Representative Program.&nbsp;</li><li>Collaborate with the CRC team on miscellaneous tasks as required to meet program and organizational objectives and enhance the quality of services being provided to children and youth served by the Centre.&nbsp;</li></ul>Qualifications<ul><li>Educational requirements will include a degree in social sciences/social work/related field or a 2-year social/community services diploma, or comparable frontline work experience.&nbsp;</li></ul>It is critical that the successful candidate possesses a very strong knowledge of the refugee claim process and Canada’s immigration system, and that the candidate has previous experience (2+ years) supporting children and youth through the refugee claim process and other legal processes within Canada’s immigration system.Person Specification.<ul><li>Highly developed relational skills.</li><li>Ability to effectively problem-solve.</li><li>Ability to work under tight timelines and support appointments with short notice.</li><li>Excellent report writing and written communication skills .</li><li>Strong communication skills and previous experience in relation to working with vulnerable children and youth.</li><li>Strong organizational and time management skills.</li><li>Ability to plan and execute tasks and projects independently.</li><li>Previous experience with providing case management services to refugee claimants and precarious migrants navigating immigration legal proceedings.&nbsp;</li><li>Strong knowledge and understanding of refugee and newcomer issues, engage others in a culturally sensitive manner, and manage conflict situations with skill and diplomacy.&nbsp;</li><li>Fluency in French is not a requirement, but it is considered an asset, as legal proceedings before the Immigration and Refugee Board (IRB) may be conducted in French if it is the child’s preferred language.</li></ul>Note:The Child Representative Staff position will work out the Centre’s office space in its emergency housing site in Toronto (confidential address) with some weekly remote hours available. Strategic Plan Development and Monitoring 
2026 will be an exciting year of creating the next Strategic Plan for BBBSC. Working closely with 
the CEO, Board of Directors, SLT and network of Agencies, the VP Strategy will co-create a multi-
year strategic plan with the goal that that every child in Canada that needs mentoring services can 
access them. 
 
Program and Operating Model Evolution 
BBBSC is evaluating our programs and service delivery model to determine what will best serve the 
children that access our mentoring programs. The VP Strategy will lead this work, including 
developing a current state analysis and a case for change including rationale, costs and 
implementation plans. 
 
Network Development 
The VP Strategy will oversee BBBSC’s Network Development services to ensure that Agencies have 
the support that they need to thrive, grow and demonstrate measurable outcomes. This includes 
evolving our performance data collection, analysis, and dashboard capabilities in order to provide 
advisory services to members. It will also include enhanced learning and development options and 
resources. 
 

 Transformation Project Management and Cross Functional Alignment 
The VP Strategy will develop BBBSC’s capacity to project-manage major business integration 
projects which includes developing internal teams, leveraging BBBSC’s agencies and national teams 
in network development, IT, operations, communications and resource mobilization capacity to 
align efforts in support of major initiatives. 

 
ACCOUNTABILITY AND RESPONSIBILITY LEVEL 

 • Strategic oversight: Departmental accountability for achieving goals and strategies and over-
arching organizational performance.

Élaboration et suivi du plan stratégique 
2026 sera une année stimulante, marquée par l’élaboration du prochain plan stratégique de GFGSC. 
En étroite collaboration avec la cheffe de la direction, le conseil d’administration, l’équipe de la haute 
direction et le réseau d’organismes, la vice-présidente ou le vice-président, Stratégie participera à 
l’élaboration d’un plan stratégique pluriannuel visant à permettre à chaque enfant au Canada qui a 
besoin de services de mentorat d’y avoir accès. 
 
Évolution des programmes et du modèle opérationnel 
GFGSC évalue actuellement ses programmes et son modèle de prestation de services afin de 
déterminer ce qui servira le mieux les enfants qui ont accès à ses programmes de mentorat. La vice-
présidente ou le vice-président, Stratégie dirigera ce travail, qui comprend l’analyse de la situation 
actuelle et la présentation d'arguments en faveur du changement, y compris la justification, les coûts 
et les plans de mise en Åuvre. 
 
Développement du réseau 
La vice-présidente ou le vice-président, Stratégie supervisera les services de développement du 
réseau de GFGSC afin de s’assurer que les organismes disposent du soutien nécessaire pour 
prospérer, croître et obtenir des résultats tangibles. Il s’agira notamment d’améliorer nos capacités 
en matière de collecte et d’analyse des données sur le rendement et de notre tableau de bord afin de 
fournir des services consultatifs aux membres. Cela comprendra également l’amélioration des

The Co-operative Housing Federation of Canada is recruiting for a full time (35 hours per week), contract 
position of Program Manager, Transformation, Ontario Region for a period of 2 years starting as soon as 
possible. This position will be based at our Toronto office and will follow a hybrid work model (2 days/week 
in the office, with additional days as needed). 

The mission of the Co-operative Housing Federation of Canada (CHF Canada) is to inspire, represent and 
serve our members in a united co-operative housing movement. There is significant unmet demand for 
affordable and co-operative housing, and we want more people to experience the security, vibrancy and 
resiliency of co-operative living. We work with federal, provincial/territorial and municipal governments to 
support existing co-ops, and to develop more co-op housing, so we can continue to lead the way in creating 
inclusive, accessible, diverse and sustainable communities. Our movement is resourceful, passionate, and 
dedicated to a future with more co-operative housing. 

Under the direction of the Regional Manager, Ontario, the Program Manager delivers a program of support 
to member housing co-operatives designed to enhance their governance and effective management and 
operation and to strengthen the management and governance capacity of the co-operative housing 
movement generally. The Program Manager acts as a key resource for transformation and change from 
new legislation and service agreements introduced by the province. 

The Program Manager supports initiatives that help foster understanding, awareness and learning of co-
operative housing development and growth as well as scale and alternative governance models that 
enhance sustainability among members and the sector. The Program Manager will support governance 
support services which helps the creation, Board governance and member engagement of new housing co-
operatives.

What we’re looking for: 
 

 • A university degree in a related field, or an equivalent combination of education and experience,

operatives. 

 • Strong working knowledge of the applicable housing regulations and housing programs (e.g. Housing

 • Demonstrated commitment to the growth and development of the non-profit co-operative housing

 • Advanced word-processing, electronic collaboration and database programs skills (MS Office, MS

l’habitation coopérative en général. Le gestionnaire de programme agit à titre de personne-ressource 
principale pour la transformation et le changement en se fondant sur la nouvelle législation et les ententes 
de services adoptées par la province. 

Le gestionnaire de programme, Transformation, Région de l’Ontario appuie des initiatives qui favorisent la 
compréhension, la prise de conscience et l’apprentissage du développement et de la croissance de

durabilité parmi les membres et le secteur. Le gestionnaire de programme appuie les services de soutien à
