Policy Analyst, Indigenous Midwifery (Short-Term 
Contract) 

The core purpose of the Association of Ontario Midwives (AOM) is to advance the clinical 
and professional practice of Indigenous and Registered Midwives in Ontario. We are seeking a 
full-time short-term contract Policy Analyst, Indigenous Midwifery, to join our dynamic and 
progressive organization. 

Reporting to the Manager of the Indigenous Midwifery department, the IM Policy Analyst is 
responsible for researching, writing, educating and advocating on Indigenous midwifery and 
health policy issues, to achieve the strategic goals of the AOM. 

The successful candidate will have: 

 • Experience working with/for Indigenous communities/organizations in the area of 
health with a proven track record of building collaborative and accountable 
relationships 

 • Lived experience or knowledge of the consequences of the colonization of 
Indigenous people, including the impact of pervasive racism and trauma on both an 
individual and structural level is desirable 

 • Excellent written and oral communication skills 

 • Demonstrated strength in policy analysis and recommendation 

 • In-depth knowledge of cultural protocols, history and cultural values of Indigenous 
people is a requirement 

 • Ability to demonstrate culturally safe communications with Indigenous peoples is a 
requirement 

 • Strong understanding of the intersectional nature of the social and cultural 
determinants of Indigenous health is a requirement 

 • Able to build trusting relationships with members, rights holders and stakeholders by 
having the skill set to bridge the gap between Indigenous ways of communication and 
non- Indigenous ways of communication 

 • Able to work independently on own initiative as well as collaboratively in a team 
environment is a requirement 

 • Excellent interpersonal skills, including maturity, diplomacy, and ability to create

Starting Salary: from $68,500 to $85,625 depending on qualifications. 

This is a full-time, one-year contract position of 35 hours per week. 

This position is remote, but the successful candidate will be expected to travel to Toronto for special 
events 1-3 times per year.

Position Description - Policy Analyst, Indigenous 
Midwifery 
 

Reports to: Manager, Indigenous Midwifery 

The Policy Analyst, Indigenous Midwifery is responsible for researching, writing, educating 
and advocating on Indigenous midwifery and health policy issues, to achieve the strategic 
goals of the AOM. 

 
Position Responsibilities: 

Shared Responsibilities 

 • Provides culturally safe service and employ humility when working collaboratively across 
the organization, particularly with the Indigenous Midwifery (IM) and Health-Care Equity, 
Quality and Human Rights (HEQHR) departments 

 • Supports a workplace that is respectful and inclusive; and specifically, works to fulfil the 
expectations described in the AOM’s Anti-Oppression, Diversity, Equity and Inclusion Policy 

 • Engages in organizational trainings and opportunities to promote cultural safety and positive 
work environments within and across teams 

 • Works collaboratively within and across teams to ensure high quality programs and services 
for members 

 • Provides support to other members of the staff team during periods of high workload 

 • Supports a workplace that is healthy and safe by engaging in health and safety activities and 
monitoring the workplace for and reporting hazards to physical and mental health 

 • Attends and participates in staff and team meetings 

 • Develops an annual work plan with their manager or director, in the context of the AOM 
strategic plan

Specific Responsibilities 

External Partnerships and Relationships 

 • Maintains a working relationship with external partners and stakeholders and rights 
holders and represents the AOM on working groups and projects as assigned 

 • Provides member support to Indigenous midwives and develops materials to assist those 
members with issues 

 • Develops and implements strategic workplans to action key areas of work that promote the 
restoration and renewal of Indigenous midwifery 

 • Engage in and develops organizational trainings and opportunities to promote cultural 
safety and positive work environments within and AOM staff, the midwifery profession, 
and health care system 

 • Develops and participates in presentation of materials and educational sessions regarding 
Indigenous midwifery to staff and at conferences and webinars as required 

 • Participates as required as a member on committees, circles, task forces or working groups, 
providing support to the Director, Chair and midwifery members of those groups 

 • Works collaboratively with the QRM team to provide risk management support to Indigenous 
midwives and Aboriginal midwives 

 • Develops briefing notes as required for the Board of Director, various government 
ministries, the Indigenous midwifery team, and Indigenous and Aboriginal midwives 
in Ontario 

 • Assists the Manager, Indigenous Midwifery and Director, Indigenous Midwifery, in 
developing annual plans for work groups/committees and ensures that deliverables 
are met 

Policy Analysis 

 • Serves as staff lead on a portfolio of policy topics, responding to developments and 
initiating work on any of those topics as the need arises 

 • Undertakes research and provides summaries on key issues and policy directives to 
the Manager and Director 

 • Prepares policy papers, briefing notes, background summaries, presentations and 
recommendations on key policy issues impacting Indigenous midwifery and the 
AOM 

 • Contributes to the analysis of policy issues within a context of equity, diversity,

human rights and Indigenous self-determination 
 • Writes grant proposals, reports to the AOM Board, MOHLTC, briefing notes to staff, 

etc., as required 
 • Tracks deliverables for Indigenous midwifery and Indigenous health projects they 

lead 
 • Assists the management team to develop strategic approaches to AOM grant 

proposals, research papers and position papers submitted to the government and 
outside bodies including rights holders 

 • Keeps current on key issues affecting AOM regarding Indigenous midwifery at the 
international, national and provincial levels 

 • Proactively identifies key issues that may impact the profession and the AOM with 
respect to Indigenous midwifery, and provides briefing notes as required on these 
issues 

 • Supports committees/work groups/task forces as assigned by the Director 
 • Monitors and updates the AOM website in relation to the Indigenous midwifery area 

and related communications areas 
 • Submits articles for AOM publications including electronic media 
 
 
Cross Departmental work 

 • Works collaboratively with AOM Board and staff to support work involving Indigenous 
midwives including: 

 • Works collaboratively with the Clinical Practice Guidelines team to ensure existing and 
new CPGs and knowledge translation materials are culturally appropriate for Indigenous 
midwives and communities 

 • Works collaboratively with the Membership department to ensure communications to 
Aboriginal midwives and Indigenous midwives are supported as required 

 • Works collaboratively as required with the AOM’s Communications team on the 
development of educational materials, presentations, and the online and social media 
presence of Indigenous midwifery work at the AOM 

 • Works with the AOM’s Communications team to develop key messaging and 
communications plans for a range of policy initiatives as required and to support the work 
of the Outreach and Community Engagement Specialist, Indigenous Midwifery 

 • Works with the AOM’s Policy team on intersecting issues that affect Indigenous, rural and 
remote communities 

 • Identifies the ongoing needs of Indigenous midwives and shares this information across 
the teams at the AOM
