The Representative for Children and Youth is an independent officer of the B.C. 

Legislature and works to influence positive change to B.C.’s child, youth and young adult 

serving system. The Representative’s Office provides advocacy support to people 

dealing with the service system and advocates directly on behalf of children, youth and

reviews and sometimes investigates deaths and critical injuries of children and youth 

who are receiving services.

OVERVIEW OF POSITION 


Reporting to a Manager within the Systemic Advocacy, First Nations, Métis and Inuit 

Research team, the Policy Analyst works in collaboration with other RCY program areas, 

subject matter experts, people with lived experience and RCY partners to examine 

legislation, regulations, policies, and standards of designated services to produce 

executive briefings, write public monitoring reports and mobilize resources for collective 

systemic action. Policy Analysts play an important role in catalyzing system-wide 

changes through relational and strategic work that reflects the rights and needs of 

children, youth, young adults, their families and communities in British Columbia as 


outlined in the United Nations Convention on the Rights on the Child (UNCRC), the 

Convention on the Rights of Persons with Disabilities (CRPD), and the Declaration on the 

Rights of Indigenous Peoples Act. Policy Analysts also apply legislative and policy 

analysis across jurisdictions and territories including the implementation of Canada’s Act 

respecting First Nations, Inuit and Métis children and families (“Bill C-92”) and BC’s 

Child, Family and Community Service Amendment Act (“Bill 26”).

With a focus on innovation, efficiency, and strategic partnerships, the COO will work to strengthen KEDC’s businesses, enhance stakeholder relationships, and position the organization for sustained success.As the Chief Operating Officer, you will be responsible for these key functions:Organizational Leadership<ul><li>Provide thoughtful and visionary executive leadership that is inclusive, transparent, and empowering in a manner that supports and guides KEDC’s mission&nbsp;&nbsp;</li><li>Organize, motivate, and mentor internal managers to strategically grow businesses and effectively fulfill KEDC’s mission  &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;</li><li>Collaborate with KFN and stakeholders within KEDC and its businesses to foster relationships and facilitate effective communication and collaboration&nbsp;&nbsp;</li></ul>Operations Management<ul><li>Collaborate with KEDC’s management team to develop and implement all policies and procedures relating to governance and business administration&nbsp;&nbsp;</li><li>Oversee and provide strategic leadership on aspects of business administration that encompass KEDC and its businesses, including human resources, IT infrastructure, management and leadership on contracted services&nbsp;&nbsp;</li></ul>Strategic Planning &amp; Business Development<ul><li>Partner with CEO and leadership to establish strategic priorities and translate them into actionable and quantitative plans&nbsp;&nbsp;</li><li>Coordinate the preparation and documentation for RFPs and other business development opportunities&nbsp;</li><li>Identify areas where KEDC can increase its footprint and identify potential partnerships and new opportunities to deliver programs or other revenue-generating initiatives, extending the scope of KEDC’s traditional activities within its current mandate&nbsp;</li></ul>Board Relations<ul><li>Provide BOD’s operational information and analysis to support oversight responsibilities&nbsp;</li></ul>People Management<ul><li>Participate in performance management of team members, including 1 on 1’s, performance reviews, ongoing feedback, progressive discipline when necessary and providing growth opportunities&nbsp;&nbsp;</li><li>Work with HR to ensure KEDC policies and procedures are followed&nbsp;</li></ul>What You Will Bring<ul><li>Degree in public/business administration, management, human resources or other related field; Master’s preferred&nbsp;</li><li>Minimum 8 years’ experience as a senior leader or director, preferably in a non-profit or provincial government organization&nbsp;&nbsp;</li><li>Minimum 5 years’ experience in operational planning and execution, including a senior leadership role developing proposals and strategic initiatives &nbsp;</li><li>Advanced knowledge of Economic Development in the First Nations context&nbsp;</li><li>Demonstrated visionary leadership at the senior level, working&nbsp;collaboratively to&nbsp;coach and motivate&nbsp;&nbsp;</li><li>Ability to create and maintain strong relationships with both internal and external stakeholders&nbsp;</li><li>Proven ability to execute organizational growth while leading a similar or larger size non-profit and/or related entity  &nbsp;</li><li>Strong knowledge of diverse business functions such as IT, human resources, business development, etc.</li></ul>This full-time 35-hours per week position, offers the opportunity to work remote, with occasional travel to the&nbsp;K’ómoks First Nation community, requiring the successful candidate to be located on Vancouver Island.
