LEGAL COUNSEL 
 
The Human Rights Legal Support Centre (HRLSC) provides a broad range of free legal assistance to 
individuals throughout Ontario who have experienced discrimination contrary to Ontario’s Human Rights 
Code. The HRLSC is seeking applications for a Legal Counsel position to provide legal services and 
representation to HRLSC clients including at mediations and hearings before the Human Rights Tribunal 
of Ontario (HRTO). Qualifications include human rights expertise, knowledge and familiarity with legal 
issues, including discrimination, and the ability to litigate before administrative tribunals. Some travel may 
be required. 
 
This is a full-time, contract position until March 2028, with the potential for additional Legal Counsel job 
opportunities to be offered from this competition. The position will form part of an OPSEU Bargaining 
Unit. This position currently offers a hybrid work schedule, requiring a combination of in-person work 
from the HRLSC’s Toronto head office and remote work from home, each week. This arrangement may 
be subject to change as part of the HRLSC’s Recovery Plan process. The HRLSC provides a competitive 
total compensation package. Salary for this position is $74,400+. The usual hours of work are 9:00 a.m. 
– 5:00 p.m., Monday through Friday.

Job Description for Board Legal Officer 

Function: 

The MSF Canada Legal Officer is a voluntary officer position on the Board of Directors. 
The Legal Officer can be an elected director, or can be appointed co-opted for terms 
which are not to exceed one year but which can be renewed annually. The position is 
not mandated by the MSF Canada bylaws, but rather is filled at the discretion of the 
Board. 

The role of the Legal Officer is to assist the Board with legal questions that arise, to 
support the proper functioning of the Board, and contribute a perspective rooted in 
experience of legal practice. The legal officer is expected to contribute to Board 
discussions broadly and not to be confined to issues requiring legal expertise. However, 
when asked for guidance regarding matters of procedure, the legal officer is expected to 
provide a fair and objective opinion maintaining detachment from the legal officer’s views 
on the substance of the matter under discussion. The position is essentially an advisory 
role and does not entail formal legal representation of the Board or the organization. The 
Legal Officer is ordinarily expected to serve on the Governance Committee. 

Duties: 

 • Assists the Board in the performance of its oversight role to ensure legal 
compliance by MSF Canada 

 • Remains watchful for possible legal issues affecting the Board or MSF Canada 
and identifies any concerns to the Board or the appropriate individuals 

 • Assists new Board members with orientation to their role and responsibilities and 
helps the Board to function in the model of an effective governance Board 

 • Provides guidance to the Board on procedural matters including proper conduct of 
Board meetings 

 • If requested, provides guidance to the Association membership on procedural 
matters arising at the AG or other meetings of the members and on proper conduct 
of meetings

 • Develops familiarity with the MSF Canada bylaws and the formal policies and 
procedures of the Board for purposes of advising the Board and, where 
appropriate, assists in drafting of new policies and procedures

the approval of the Executive Director) members of the management team 

 • Assists MSF Canada in respect of involvement of external counsel, if requested, 
including: assessing when it would be appropriate to retain external counsel, 
selecting and formally retaining external counsel; and liaising with counsel. 

 • Supports the FICTA department regarding legal document retention and other 
administrative functions with a legal aspect 

 • Supports the President, the Executive Director, and the Executive Committee as

 • Contributes a legal perspective to Board deliberations, particularly given that most 
Board members tend to be elected for their medical qualifications and field 
experience 

Requirements: 

 • May not be actively involved in or employed by the executive of any MSF section 

 • Must actively participate in MSF Canada Board meetings (typically 4 face-to-face 
meetings per year plus 8 video conference meetings per year) 

Qualifications: 

 • Lawyer licensed in Canada with five or more years of experience in legal practice 

 • Knowledgeable about the workings of Canadian charities or other not-for-profit 
organizations, including reporting and compliance requirements and practice and 
procedure relating to governance 

 • Demonstrated interest in humanitarian affairs 

 • Ability to challenge and bring new perspectives to executives and Board

sur l'expérience de la pratique juridique. Il est attendu que la personne en poste 
contribue aux discussions générales du CA, sans se limiter aux questions nécessitant 
une expertise juridique. Toutefois, lorsque son avis est sollicité sur des questions de 
procédure, elle est tenue de fournir des conseils impartiaux et objectifs, en s’abstenant 
d’exprimer ses propres opinions quant au fond du sujet discuté. Cette fonction revêt 
essentiellement un caractère consultatif et n'implique aucune représentation juridique 
officielle du CA ou de l'organisation. La personne occupant le poste doit normalement

Responsabilités :

This role ensures alignment between program quality and impact, financial accountability, and donor expectations through effective coordination with World Vision Canada (WVC) teams, Field Offices (FOs), and partners.The Grant Manager leads the planning, implementation, and monitoring of projects, providing technical guidance across relevant sectors including Monitoring, Evaluation, Accountability, and Learning (MEAL) to ensure data-driven decision-making and program excellence.Operating in an increasingly fragile and dynamic global environment, the Grant Manager embraces digital innovation, agility, and evidence-informed approaches at the core of strategic and operational decisions. They lead MEAL responsibilities for assigned grants, including establishing M&amp;E frameworks, guiding FO MEAL teams, tracking outcomes, analyzing data, and ensuring timely and accurate reporting to donors. The role also supports accountability and learning through stakeholder engagement, documentation of best practices, and feedback mechanisms.The Grant Manager is supported by Program Excellence &amp; Impact Delivery functional leads, technical specialists, and finance teams, with tools such as Jira and agile coaching, and reports to a designated People Leader. Duties and Responsibilities:Grant Management<ul><li>&nbsp;Manage projects to ensure quality execution, delivery of impact, risk management and fulfillment of donor promise/contract agreement.</li><li>Provide management oversight to projects to ensure delivery of results and reports on time and budget while meeting compliance standards.</li><li>Establish reporting processes, communicate project results, and incorporate learnings to optimize grant implementation.</li><li>Track project progress against objectives and intended results.</li><li>Coordinate and participate in all key grant deliverables, including but not limited to start-up workshops, partner agreements, reports, work plans, annual reviews, evaluations, and project closure activities.</li><li>Work collaboratively to address challenges and adjust project plans as needed.</li><li>Use knowledge management strategies to share project achievements and knowledge through partnership meetings, academic forums, print &amp; digital communications and donor engagement opportunities, as appropriate.</li><li>Coordinate the provision of WVC technical support in project technical areas</li><li>In close collaboration with the Grant Finance Officer and WVC legal team, prepare and negotiate contract and all needed amendments with the donor.</li><li>In close collaboration with Program finance, monitor grant project finances, expenditures, cash flow, recovery of overheads, and financial risks and ensure the project is funded on time to ensure effective and efficient grant implementation.</li></ul>Relationship Management and Prepositioning<ul><li>Establish and maintain collaborative relationships with key donor representatives, partners, and Field Offices to support the successful execution of projects/grants.</li><li>Lead on prepositioning for follow-on funding from donors within the current portfolio, where relevant.</li><li>Provide support to Business Development Managers and Segment Leads in the concept note and proposal development for follow-on funding (eg. design input, document review)</li><li>In close collaboration with the WVC legal team, prepare and negotiate contract and all needed agreements and contracts with project partners and implementing offices.</li></ul>Compliance and Risk Management<ul><li>Maintain a clear understanding of WVC processes and key donor requirements</li><li>Ensure that all appropriate donor formats are available to FOs and Partners and staff have a clear understanding of donor requirements/expectations throughout the award cycle</li><li>Ensure all partners and sub-award agreements undergo legal review, and work with relevant staff to ensure relevant donor requirements are understood by implementing partners (including capacity building).</li><li>Ensure that all project-related risk and due diligence assessments are completed and remain up to date, including safeguarding.</li></ul>Delivering MEAL Excellence to Strengthen Project Results<ul><li>Lead MEAL Design and Implementation for Project Impact</li><li>Drive MEAL Strategy to Maximize Project Outcomes</li><li>Lead Project-Focused MEAL for Impact and Learning</li><li>Advance MEAL for Targeted Project Effectiveness</li><li>Deliver MEAL Excellence to Strengthen Project Results</li></ul>Qualifications:<ul><li>University Degree in a field related to international or community/social development including business development.</li><li>5-7 years project management experience applied to institutional donor funded grants and commercial contracts.</li><li>Experience in using Results Based Management approaches and developing Monitoring &amp; Evaluation systems.</li><li>Demonstrated experience managing remote teams to implement development projects; experience in liaising with academic and/or research partners.</li><li>Understanding and experience working with major and public donors.</li><li>Excellent communication skills both written and oral.</li><li>Detail oriented with ability to work with project documents and provide quality feedback.</li><li>Demonstrated ability to work cross-organizationally and cross-culturally to ensure alignment and realization of strategic goals.</li><li>Demonstrated ability to take the initiative with confidence and sound judgment while managing several moving parts simultaneously.</li><li>Fluency in French is preferred.</li><li>Ability to travel internationally at least once per year, including potentially to high-risk environments.</li></ul>Why Consider Us?<ul><li>World Vision Canada has consistently been awarded Canada and GTA top employer awards.</li><li>We are Canada’s largest development, relief, and advocacy non-profit organization.</li><li>We embody an Agile mindset here.</li><li>We offer competitive pay and benefits.
