SUMMARY OF DUTIES &amp; RESPONSIBILITIES 

Reporting to the Chief Financial Officer, the Manager of Finance is a key leadership position 

responsible for developing and executing short and long-term strategic and financial plans, 

providing financial guidance, and overseeing the Financial Services department. The successful 

candidate will play a pivotal role in ensuring financial accountability, driving operational efficiency, 

and managing the Financial Services department. 


NATURE OF POSITION: 

 • Lead staff in all aspects of financial planning, and accounting 

 • Oversee preparation of monthly financial statements, budgets, forecasts, financial 

analysis, and government submissions 

 • Ensure excellent internal controls and compliance with ministry and internal policies and 

directives 

 • Supervise direct reports 

 • Act as a liaison with other department leads to ensure mutual understanding and 

achievement of organizational goals through an equity lens 

 • Transform financial management processes, tools, technology, and resourcing 

 • Provide strategic financial support for fund diversification 


Financial Planning &amp; Analysis 

 • Provides support for multi-year financial planning and analysis and use of agency financial data; 

develops key financial metrics; develops and maintains multi-year financial planning models, 

analytical reports and scenario analysis 

 • Prepares analysis and information for senior management and board of directors, including 
business cases, management plans, briefing notes, slide presentations, etc. to support decision-
making 

 • Conducts research and contacts outside agencies and stakeholders regularly to obtain relevant 
comparative data for financial analysis 

 • Coordinates the development and monitoring of the Finance Department objectives and work 
plan; provides direction and guidance to staff responsible for objectives 

 • Supports capital planning and implementation of long-term property and accommodation 
strategies 

 • Evaluates internal controls, identifies and implements improvements and best practices 

 • Deal with high level foster parent inquiries and/or issues 
 
Accounting 
 

 • Manages the preparation of monthly, quarterly and annual financial statements and forecasts, 

reviewing results with Chief Financial Officer . This includes assisting in the preparation of 


accounting schedules, analysis, and working papers as required for each year-end 
audit, month-end close, 

 • Manage the annual budget preparation and process and prepare reports for government 
stakeholders 

 • Manage the preparation of financial reports for submission to various levels of Management, 

Board of Directors, including quarterly reports to the ministry. 

Staff Supervision 

 • Hires staff in accordance with agency policy 

 • Manages the orientation and training of staff, providing advice and guidance as needed. 

 • Evaluates the performance of Finance Department staff 

 • Carries agency signing authority for all financial and property matters in accordance with agency 
policy. 


Systems and Processes 

 • Develops and implements financial and business management best practices; develops and 
delivers training to managers/staff on the implementation of new business processes 

 • Provides expert advice to enhance functionality of the enterprise financial systems 


Compliance &amp; Audit 

 • Conducts internal audit, controllership and operational reviews to improve the agency’s 
compliance with financial directives and value for money; reviews and updates agency financial 
policies on an annual basis; delivers training to staff/managers and ensures changes are 
implemented 

 • Leads Finance Department activities for completing external audits and reviews such as the 
Auditor General of Ontario, etc. 

 • Coordinates the development, implementation and ongoing support for the agency’s risk 
management framework, and the integration of risk management practices with strategic and 
operational planning processes 

 • Ensures full integration of financial information with services and human resource data and 
information in co-operation with Senior Management and under the leadership of the Director 
of Finance 

 • Directs and manages operation of the Society's accounting system and internal financial 
controls, ensuring agency policies are followed and standards maintained 

 
Fund Diversification and Growth: 

 • Collaborate with senior management to identify and evaluate new revenue/funding 
opportunities. 


 • Conduct financial analysis to support business cases 

 • Develop and implement strategic plans to diversify revenue and drive sustainable growth. 
 
Strategic Financial Planning: 

 • Assist in the development and execution of long-term financial strategies. 
 • Provide financial insights and recommendations to support strategic decision-making. 
 • Monitor sector trends and economic factors to anticipate their impact on the organization 

 
Other Duties 

 • Additional duties as required to support the effective operation of the financial function 
 • Provide back up for other positions as required 


QUALIFICATIONS 

Education and Experience 

 • Minimum Bachelor’s Degree in Finance, Accounting, Business Administration or related field 

 • Minimum seven (7) years’ progressive experience in Finance, with at least five (5) years in a 

leadership role 

 • Completion of Chartered Professional Accountant (CPA) designation is an asset or relevant 

experience 

 • Strong knowledge of Canadian accounting standards for not-for-profits and CRA regulations 

 • Five (5) years’ experience in the child welfare sector is an asset, or other not-for-profit 

experience preferred 

 • Demonstrated knowledge of not-for-profit sector including charitable reporting and board 

support 


Knowledge and Skills 

 • Advanced skills and experience in budgeting and controllership/accounting transactions 

 • Advanced skills and experience in computerized accounting systems (experience with Oracle 

Financial system preferred), including advanced spreadsheet and database analysis. 

 • Excellent oral and written communication skills. 

 • Good knowledge and experience in areas of financial control, accounting reporting practices and 

preparation for external audit. 

 • Strategic financial management experience in growth and sustainability in the public sector 

 • Effective leadership, coaching and mentoring ability. 

 • Advanced knowledge and experience in management concepts, techniques and practices. 

 • Demonstrated ability to exercise tact, diplomacy and discretion when necessary and practicing

PAY GRADE: Non-Union Pay Grade 9 ($117,900.95-$149,654.07)

team, this role focusses on tax receipting, financial reconciliations, Accounts Payable, and reporting. 


Contribute to the Foundation by: 

 • Weekly, prepare tax receipts, business acknowledgement receipts and/or thank you letters for 
gifts received; complete annual consolidated tax receipting. 

 • Lead the Accounts Payable process, including invoice and payment processing. 

 • Accurate and timely data entry of donations and donor related information into Raiser’s Edge, 
including gifts of stock. 

 • Process credit card donations and complete bank deposits; complete refunds and gift 
adjustments as needed. 

 • Monthly, complete reconciliation including identifying and resolving discrepancies, completing 
gift adjustments. 

 • Lead, data reporting, providing data exports, and donor statements for staff as requested. 

 • Receive donations by phone and respond to donor inquiries. 

 • Follow and maintain policies, procedures, processes, workflows and methodologies. 

 • Back-up for Specialist, Operations, and Coordinator, during vacations/absences.

What must you have? 

 • Minimum two (2) years of data entry/gift processing experience 

 • Experience with Raiser’s Edge 

 • Access to a vehicle and a valid driver’s license

 • Strong numeracy skills with a high attention to detail and accuracy 
 • Aptitude for computers and ability to learn new systems quickly 
 • Basic accounting knowledge an asset 
 • Excellent phone etiquette and effective interpersonal skills with a professional presence and 

manner 
 • Able to multi-task and work independently 
 • Be a team player who is also self-motivated and works effectively in a fast-paced environment 

with deadlines and multiple workflows 
 • Able to maintain and work with a high volume of confidential information 
 • Demonstrated ability to exercise discretion and good judgment, take initiative and respect the 

confidentiality of sensitive information and materials 
 • Proficiency with MS Office Suite 


Preferably, your profile also includes: 

 • Experience working in a health care or not-for-profit environment 

 • Minimum college and/or university degree or equivalent 
 


This position is permanent, full-time, with a hybrid schedule including a minimum of 2 days/week on-
