Schedule Monday to Friday, 8:30am – 4:30pm

The Sr. Program Coordinator, Language Training &amp; Settlement Services plays a key role in driving the growth 

and innovation of newcomer programs at Centre for Skills. Leading and supporting a team of staff who 

deliver language training, settlement services, and community connection initiatives, this role ensures they 

have the tools and guidance needed to help clients succeed. The Sr. Program Coordinator also works closely 

with senior leadership and funders, fostering strong relationships built on accountability and integrity. As the 

organization moves towards a fully integrated service delivery model, this role will play a critical part in 

supporting collaboration across all program areas and shaping a seamless, client-centred approach aligned 

with the Centre for Skill’s mission, vision, and values. 

These are your responsibilities: 

 • Provide strategic and operational leadership to the LTSS Program Analyst, LINC Coordinator, Mental 
Health Support Coach, and Settlement Coordinator to ensure program objectives and outcomes are 

successfully achieved. 

 • Collaborate with all Centre for Skills Coordinators to support integrated program delivery and wrap-
around client services, helping move toward a fully integrated service delivery model. 

 • Partner with Coordinators and the Financial/Program Analyst to continuously improve program 
outcomes by defining metrics, benchmarks, and evaluation measures that inform the annual business 
planning process. 

 • Oversee and advise on the delivery of all funding contracts, ensuring compliance with contractual 
obligations, achievement of key performance indicators (KPIs), and required outcomes.

 • Provide regular updates and reports to the Program Manager on program performance, funding 
compliance, emerging trends, and potential risks to ensure alignment with organizational priorities. 

 • Escalate significant issues or policy changes to the Program Manager and support the implementation 
of strategic initiatives as directed. 

 • Monitor ministry websites and adopt a proactive approach to facilitating program and policy changes 
as programs and services evolve or expand. 

 • Conduct first-level investigations and initiate problem-solving processes for disputes involving 
departmental staff and clients, involving the Program Manager where required. 

 • Oversee staff scheduling and coverage to ensure seamless service delivery. 
 • Develop, plan, and facilitate professional development activities to strengthen staff expertise and 

capacity, and manage coaching, mentoring, and performance management for program coordinators. 
 • Partner with HR to recruit, supervise, and conduct performance reviews for program staff, promoting 

ongoing professional development through structured feedback and organized learning opportunities. 
 • Collaborate with the Controller and Financial/Program Analyst to monitor budgets and provide 

guidance and direction on financial planning and resource allocation. 
 • Assist with the development of marketing and outreach strategies to promote Centre for Skills 

programs and services. 
 • Research, develop, and write funding proposals to secure new funding opportunities, working closely 

with staff, funders, and partners to meet deadlines and funder specifications. 
 • Build and maintain strategic partnerships with local boards, funders, community organizations, and 

professional associations to identify labour market trends and enhance newcomer services. 
 • Represent Centre for Skills at community events, panels, and networking opportunities to increase 

awareness of programs and foster collaborative partnerships. 
 • Provide relevant program information and raise awareness to help grow client participation across 

Centre for Skills programs and services. 

 • Perform other job-related duties as assigned. 
 

What you need to bring to this job: 

 • Education: Degree or diploma in Business Administration, Adult Education, Leadership, or a related 
field (TESL certification or LINC/ESL program experience is an asset). 

 • Experience: Minimum 5 years working with government-funded programs and at least 3 years in a 
supervisory or leadership role within adult education, settlement, employment, or skilled trades 
programming. 

 • Leadership: Demonstrated ability to lead, coach, and mentor teams, fostering collaboration and 
achieving program goals within an outcomes-based service delivery model. 

 • Project &amp; Budget Management: Strong project management skills with proven experience creating, 
managing, and monitoring program budgets to ensure effective use of resources. 

 • Relationship Building: Proven ability to engage effectively with funders, partners, staff, and 
stakeholders to support program success and integration. 

 • Community Knowledge: Broad knowledge of community services related to employment, settlement, 
and labour market information to inform program design and delivery. 

 • Problem-Solving &amp; Decision-Making: Excellent skills in identifying challenges, making informed 
decisions, and resolving issues quickly to ensure smooth program operations. 


 • Results-Oriented: Self-motivated and results-driven, with a demonstrated commitment to high-quality 
service delivery. 

 • Technical Skills: Proficient with MS Office Suite (especially Excel reporting) and comfortable working 
with program-specific databases (e.g., iCARE, HARTS). 

 • Other Requirements: Valid driver’s license, access to a reliable vehicle, and willingness to travel within 
Halton and Peel regions as required.
