The Position:

Luna’s purpose is to ensure those impacted by child abuse receive the support they need to heal, build resilience, and thrive; and to create communities where offenders are held accountable, and all children and youth are safe.

Reporting to the Director of Programs and Integrated Services, and as part of the Senior Management Team, the Manager of Programs and Services is responsible for the development, management, evaluation, and reporting of the Luna based programs, including Victim Services; and supports the training, development, and practise standards for the Multi-Disciplinary Team.

They will develop a strong understanding of the frontline operational practices of the partner agencies (Calgary Children’s Services, Calgary Police Service, RCMP, Alberta Health Services and the Crown Prosecutors Office); and work collaboratively with the five partner organizations to ensure the integrated delivery of programs and practices. The Manager of Programs and Services is an experienced leader, relationship builder, and skilled communicator who strives for a connected, integrated, and engaged team.

Duties and Responsibilities:

Programs and Services

In collaboration with Luna’s partner organizations, plans, implements, and evaluates the Victim Services program, and other Luna-led services, and ensures that they contribute to the organization’s purpose and align with Luna’s Theory of Change

Ensures that service delivery aligns with the Alberta College of Social Work Standards of Practice (2023) and the Canadian Association of Social Worker’s Code of Ethics, Values and Guiding Principles (2024).

Monitors the day-to-day delivery of programs and services to maintain and continually improve quality

Leadership

As a member of the Senior Management Team (SMT), the Manager is the liaison between SMT and the Luna-led direct services team and ensures that information flows in a way that fosters engagement and aligns with Luna’s core value of ONE TEAM

Determines, in consultation with the Director, Programs and Integrated Services, staffing requirements, appointments and conducts performance evaluations and initiates promotions, terminations, or other disciplinary actions

Ensures that employees of Luna are supported in their careers, provided regular feedback and professional development opportunities, and participate in annual and ongoing performance reviews

Program Evaluation

Ensures effective management, accountability, and stewardship of program budgets

Supports program grant applications and co-leads reporting. Working closely with the Director of Programs and Integrated Services and the Evaluation Specialist to support program grant applications and reporting

Implements and monitors program evaluation activities and funder expectations.

Ensures that Victim Services is collecting all data outlined in the Provincial Minimum Dataset

Has a strong working knowledge of the Luna databases

Integrated Practice

Builds trusting relationships with partner organizations to create process changes where necessary 

Ensures effective and consistent communication with MDT partners 

Works closely with other partner and community organizations and other CYACs to encourage/develop and share leading practices and develop collaborative/respectful relationships 

Helps to build relations between Luna and Indigenous communities and to bring a cultural and diversity-based lens to all the work of Luna.

Education & Experience

A university degree plus 3 years' experience in a social service setting; or a diploma and 5 years related experience in social sciences such as social work, psychology, criminology, or related field. Master's degree preferred.

A minimum of 3 years of supervisory or managerial experience. A combination of varied education and experience may be considered.

Minimum of two years of experience in child welfare, criminal justice, juvenile justice, or mental health related fields working with child abuse victims and their families is considered an asset. Preference given for candidates currently employed within an MDT (Luna partner) agency

Experience working with a multidisciplinary team an asset

Strong understanding of the Victim Services Provincial mandate, Criminal Justice Processes and Children’s Services mandate

Qualifications, Abilities and Skills Required

Experience in team building and leadership to develop collaborative MDT partnerships

Ability to work within a strength-based, trauma informed model

Excellent organizational and communication skills, including written

High level of professionalism is required for dealing with highly sensitive information

Effective listening skills, analytical and problem-solving skills

Respect for diversity and a deep commitment to providing culturally competent and inclusive services

Ability to work is high stress situations and the ability to think and act quickly under pressure

Time management skills including ability to multitask, prioritize incoming and outgoing information, coupled with good judgement

Ability to work effectively in both a team environment and independently

General knowledge of child abuse interventions, child maltreatment and criminal investigations, and the roles and responsibilities of MDT partner agencies is a definite asset

Demonstrated ability to build collaborative relationships internally and externally and work as part of a team with maturity, professionalism, positive attitude, tact and good judgment

Strong team building, relationship building, problem solving, and organizational skills.

General knowledge about the CYAC and MDT models.

Demonstrated knowledge of multiple cultures and the cultural impact on the delivery of services.

Ability to multitask and work with many different perspectives and professions.

Excellent computer and technology skills, including proficiency in Microsoft Word, Excel, and PowerPoint, as well as the ability to learn and use web-based software or databases.

Some travel may occasionally be required for educational or business purposes.
