We are seeking a dynamic, highly motivated Program Manager for Skill Training & Employment Pathways (STEP) who demonstrates our values of compassion, accountability, responsiveness and empowerment; to our clients, families and each other.
STEP (Skills Training and Employment Pathway) is Wesley's new three-year employment program designed to help Government-Assisted Refugees build successful careers and achieve economic independence. Through employment counselling, job matching, employer engagement, and skills training opportunities, STEP creates pathways to meaningful employment while helping local employers address workforce needs and strengthening our communities.
PURPOSE
Accountable to the Director/Senior Director, the Manager of Workforce Development & Employment Services, will lead the delivery of the Skill Training & Employment Pathways (STEP) program for Government Assisted Refuges, and will be responsible for team supervision, service delivery, program implementation, budget monitoring, and achievement of program outcomes, in Hamilton and Brantford.
The leader in this role will work collaboratively with other managers in the Newcomers Programs and Employment Services Department, to ensure program alignment, continuous improvement, compliance, and client-centered service delivery.
This is a full-time, non-unionized contract position working 40 hours per week, with a contract term ending March 31, 2029. The salary for this position is $69,490 per annum.
Key Responsibilities:
- Provide support and assign work to the front-line staff to ensure the effective, efficient operation of the STEP program within the general policies and guidelines of Wesley and best practices for the sector;
- Work with front-line staff to implement the day to day operational plans for the portfolio, in close coordination with the Manager, Employment Ontario to ensure both programs are operating effectively and efficiently.
- Actively participate in resolution of all program issues from day-to-day issues to formal disciplinary / dispute resolution processes.
- Work with program staff to ensure all relevant legislation, regulations and guidelines are met by each staff, including maintaining accurate record of services delivery, program data management aligned with privacy act for client’s data, and other required records as per funder and organizational requirements.
- Coach and support front-line Staff to develop and expand on skills to apply best practices and improve service delivery.
- Work with front-line staff to execute procedures to manage and mitigate risks to the program and overall to Wesley.
- Collaborate with relevant community partners and other RAP agencies who also deliver STEP program in their catchment areas to support collaboration and ensure operational consistency.
What you will bring:
- Minimum of 1 to 2 years’ experience in managerial roles in human services sector in the not for profit or public sector.
- University or College level degree in Career Counselling, Social Service Worker, social work or related fields.
- Demonstrated experience in the delivery of employment or workforce development services including employer engagement, service planning, and funder outcome requirements, especially for newcomers in Canada.
- Demonstrated experience leading teams in a target-driven, funder-accountable environment, including monitoring performance, addressing service gaps, coaching staff and improving program outcomes
- Experience managing in a unionized environment an asset.
- Knowledge of the community and not for profit organizations with the ability to connect and work collaboratively with all individuals who are interested in forwarding the organization’s Vision.
- Understanding of the vision, mission, values and history of Wesley.
- Proficient in the use of Microsoft Office Suite.
- Understanding of legislation and best practices applicable to the program.
- Ability to handle sensitive information effectively and confidentially.
- Experience in preparing funding proposals and background in working with funding partners.
- Superior written and verbal communication skills.
- Comfortable in making presentations to groups of all sizes.
- Ability to prioritize and make decisions using solid analytical and problem-solving skills.
- Commitment to fostering a work and service delivery environment that is inclusive and reflective of the diversity in the community.
Budgets and Finance
- Work with Supervisor to monitor approved budget to meet program and financial goals;
- Maintain appropriate controls over supervisor and front-line Staff spending including petty cash and other program purchases
- Provide accurate and timely reports as required;
Human Resources
- Train, coach and mentor supervisor and front-line Staff through regular supervisions using tools and models introduced through Invest in our People
- Maintain accurate records for all personal information in compliance with privacy legislation and organizational policies;
- Conduct annual performance reviews for direct reports;
- Source and (if applicable) deliver training to supervisor and front-line staff and ensure all mandatory training is up to date
- Lead on successfully navigating HR policies and procedures related to discipline and termination of employees and identify areas of risk related to HR to the Program Director on an ongoing basis.
- Participate directly in hiring of supervisor and front-line staff
- Directly support supervisor and front-line staff to ensure that teams are implementing effective health and safety procedures and monitoring and reporting mechanisms in each program in order to promote and ensure the safety and well-being of staff, clients and volunteers.
Leadership Team
- Participate as a member of the Managers team
- Provide advice to the Program Director in terms of best practice, effectiveness, quality and day to day operations related to the program area;
- Make procedural and operational recommendations as necessary in any area of management within your purview; program, human resource, operational, health and safety, personal information management, IT
Resources Development
- Work with Program Director to provide program information and success stories to Resource Development Department to assist in marketing Wesley to donors;
Other
