This is a full-time union position scheduled to work 35 hours per week. Funding for this position is confirmed until December 31, 2026. This is a fully on-site position with no remote or hybrid options, due to funder and role requirements
Position Summary
The Employment Consultant, Pathways to Early Childhood Education (ECE) is a key service integrator within a mission- and results-driven team, supporting individuals in the Pathways to ECE program across the full employment lifecycle—from intake and assessment through job placement, onboarding, and retention—by delivering integrated, client-centered employment services.
Working in a structured, performance-based environment, the role conducts employability assessments, develops individualized Employment Action Plans, and provides coaching and job readiness support aligned with early childhood education labour market opportunities. The Employment Consultant, Pathways to Early Childhood Education (ECE) engages employers to develop job opportunities, applies labour market insights to guide effective matching, and supports clients and employers through the transition from job offer to successful workplace integration.
The role maintains ongoing relationships post-placement, conducting structured follow-ups, identifying retention risks, and implementing timely interventions to support long-term employment success. Using a whole-person approach, the Employment Consultant, Pathways to Early Childhood Education (ECE) connects clients to internal and external resources to address barriers and enhance outcomes, while fostering a professional, welcoming, and engaging service experience for clients, employers, and partners.
Accountable for achieving service, placement, and retention targets, the Employment Consultant, Pathways to Early Childhood Education (ECE) ensures accurate documentation, compliance with program and funder requirements, and effective use of case management and CRM systems. The role collaborates closely with internal teams to deliver coordinated, high-quality service aligned with organizational goals and service standards.

Purpose
To support individuals in achieving meaningful and sustainable employment through comprehensive, client-centered employment counselling, job readiness development, and coordinated access to services and resources, developing employer partnerships, developing job opportunities, and matching diverse clients to suitable roles aligned with their skills and goals and following up with clients post placement.
Key Contribution
The Employment Consultant enables clients through the full employment services cycle from initial assessment to job readiness, to skill development, to job development and matching and retention.
KEY RESPONSIBILITIES
Client Intake, Assessment, and Employment Planning
- Conducts an initial assessment for clients to determine eligibility for Pathways for Early Childhood Education (ECE) for International Trained Individuals Program
- Generate employment opportunities and secure successful, sustainable job placements by developing strong employer and community partnerships, effectively matching clients to opportunities based on skills/experience/goals, and meeting performance targets for engagement, development, placements, and retention.
- Maintains an up-to-date material in the Resource & Information (R&I) area for ITI professionals, including flyers, books, job search materials, relevant to career planning and development, job search strategies, employment opportunities and pathways to credential recognition.
Employment Counselling and Job Readiness
- Coaches and provides ongoing employment counselling services to clients
- Delivers job search strategies workshop sessions including, industry-specific resume development, self-marketing, effective interview skills and phone calling techniques, among other job search techniques.
- Assists clients with resume development, cover letters, employment solicitation, follow-up and thank you letters, critiques and provides feedback,
- Assists clients in developing action plans towards career goals, employment and credential recognition
- Develops job placement, internship and mentoring opportunities for clients
Service Navigation and Referrals
- Refer clients to training programs, education pathways, and community supports based on assessed needs.
- Liaises with other COSTI Employment Consultants for client cross-referrals
- Creates and revamps employment and pre-employment workshop materials and maintains an up-to-date e-copy and hard copy.
- Organizes and arranges virtual and in-person workshops, information sessions, job fairs, special events and activities for the program
- Works closely with regulatory bodies and professional associations to assist clients in pursuing the pathways to their credential recognition in Canada
- Liaises with and makes presentations to other community organizations, ethno-specific agencies, training institutions, etc. to increase awareness of the programs and services
Case Management, Documentation, and Compliance
- Compiles statistics both electronically and in hard copy using designated forms and procedures
- Records services provided in various databases, including COSTI internal systems
- Maintains complete electronic case notes and service entries throughout the client relationship and compiles written and statistical reports as needed.
Retention Services
- Maintains a schedule for follow-up with clients at 3 and 6 months to track outcomes and credential recognition progress
Employer Engagement and Labour Market Development
- Conduct proactive outreach to employers via cold calling, networking events, site visits, industry engagement, community partnerships to identify hiring needs and generate job lead to place participants in internships and employment
- Build, develop, and maintain strong, ongoing relationships with employers to support continuous opportunities; market services including job matching, recruitment support, wage subsidies, and financial incentives.
- Maintain accurate employer records, engagement activities, and financial incentives data in COSTI Employer Database, CRM, or case management systems; act as staff resource on database functionality.
Marketing and Outreach
- In collaboration with staff from the Employment Services central and marketing teams, develop program marketing activities to market the program to potential ECE employers
- Maintaining updated employer outreach lists in the COSTI database
- Distribute program marketing materials to ECE employers
- Conduct outreach efforts that increase employer and jobseeker participation
- In collaboration with staff from the Employment Services central and marketing teams, obtain video and text testimonials and snippets from events from clients, employers and partners for social media and marketing purposes
Client Matching, Placement, and Documentation
- Screen and match clients to job opportunities.
- Coordinate interviews and follow up with employers.
- Support documentation related to placements and agreements.
- Collaborate with Career Advisors to assess client readiness/profiles, ensure suitable matching, and share employer/labour market insights.
- Screen/assess clients for suitability; refer qualified candidates/resumes; coordinate interviews; facilitate employer/client communication.
- Provide resume customization suggestions, skills training/upgrading recommendations.
- Follow up with employers for feedback/hiring outcomes; negotiate wage subsidy agreements/documentation.
- Secure/document proof of employment, outcome verification per program requirements.
Placement Support and Job Sustainment
- Provide one-to-one onboarding/early employment support, including coaching, workplace adjustment.
- Provide follow-up support to clients and employers post-placement.
- Address issues to support successful onboarding and retention.
- Maintain ongoing client/employer communication to monitor attachment, retention, and sustainability.
- Conduct structured follow-ups, worksite visits to support success and resolve retention issues within guidelines (escalate as needed).
- Document progress/outcomes aligned with individualized employment plans and program milestones.
- Maintain accurate records of placements and follow-ups.
PERFORMANCE ACCOUNTABILITY
- Maintain complete/timely data entry for employer contacts, job leads, interviews, job placements, follow-ups, and retention metrics.
- Meet daily/weekly/monthly targets for engagement, development, placements and outcomes.
- Prepare/contribute to statistical/narrative reports, activity/performance reviews.
- Achieve individual service delivery targets, including client intake volumes, Employment Action Plan completion, group coaching session delivery, and client progression toward employment outcomes.
- Participate in the Performance Monitoring and Accountability Framework (PMAF), including weekly touchpoints and monthly meetings
- Maintain accurate, complete, and timely data entry for all jobseeker activities, including intake, assessments, Employment Action Plans, service interventions, group coaching session participation, referrals, employment outcomes, and follow-up activities in required systems (e.g., CaseFLO, FFAI, CaMS, CIS).
- Track, monitor, and report on key performance indicators, including pipeline and employer engagements, and employment outcomes, and adjust employee engagement approaches as needed to meet program targets.
- Prepare and contribute to statistical and narrative reporting, including activity summaries, service outcomes, and performance reviews, in accordance with program and organizational requirements.
- Participate actively in performance accountability processes, including daily, weekly, monthly, quarterly, and annual performance meetings and review touchpoints.
- Demonstrate accountability for individual and team performance outcomes, ensuring alignment with funder expectations and organizational standards.
- Engage in ongoing learning and professional development, including participation in training sessions, knowledge-sharing activities, and continuous improvement initiatives throughout the year.
Service Navigation and Referrals
- Refer clients to internal COSTI services and external community supports based on intake and assessment outcomes.
- Ensure all referrals are accurately documented, tracked, and followed up as required.
- Support clients in accessing digital tools, online services, and job search platforms to enhance their employment readiness.
Decision-Making Authority
- Day-to-day decisions on employer outreach, scheduling, workflow and candidate matching/readiness.
- Client-level placement decisions; resume forwarding; community outreach/job fair planning.
- Escalate complex employer/client issues and risks to managers.
QUALIFICATIONS
- This is an on-site position with 100% in-office presence, five (5) days a week
- No hybrid or remote work options due to funder and position requirements
- Post-secondary diploma or degree in Social Services, Career Development, or a related field, or equivalent experience.
- Minimum of one (1) to three (3) years of experience in job development, employer engagement, recruitment, employment services, placing clients to meet targets.
- Experience with diverse clients facing barriers; delivering presentations/group coaching sessions.
- Proficiency in MS Office (Word, Excel, PowerPoint), MS Teams, online systems/databases; aptitude for new technologies.
- Excellent English communication (oral/written/interpersonal); additional languages asset.
- Knowledge of Ontario/GTA labour market trends, education/training programs.
- Tact, diplomacy, professionalism, ethics, confidentiality and cultural sensitivity.
- Experience working with diverse client populations, including individuals facing barriers to employment.
