The Opportunity

Position Overview

Reporting to the CEO, the Director of Monitoring, Evaluation & Learning (MEL) is a senior leadership role responsible for leading the organization’s enterprise-wide evaluation strategy and embedding a data-driven, evidence-informed culture. This role will oversee the design, implementation, and continuous improvement of evaluation frameworks, CRM-enabled data systems, and reporting processes that strengthen program effectiveness, organizational learning, and cross-departmental alignment. Working closely with leaders across all functions, the Director will ensure that evaluation insights inform strategic decision-making, resource allocation, and external reporting, enabling the organization to maximize impact.

The Director manages a small team, collaborates closely with internal teams to oversee cross-functional projects, and supervises external consultants supporting CRM and other data-related initiatives.

Key Duties & Responsibilities

MEL Strategy & Governance

  • Lead the design and execution of a multi-year Evaluation & Impact Strategy aligned with the organizational strategic plan, logic model, and Theory of Change.
  • Establish evaluation governance structures, standards, and accountability frameworks across departments.
  • Ensure evaluation insights are consistently integrated into team, leadership, and board discussions.
  • Oversee the production of learning briefs, quarterly data summaries, and the Annual Impact Report.
  • Ensure evaluation aligns with compliance requirements, funder agreements, and organizational priorities.

CRM & Data Systems Leadership

  • Lead organization’s CRM development, implementation and enhancements
  • Ensure dashboards and reporting tools are operational, accessible, and aligned with user needs across departments.
  • Establish data governance policies, user access standards, and system integrity protocols in collaboration with Operations.
  • Oversee vendor relationships and external consultants to ensure deliverables meet scope, timeline, and budget expectations.
  • Oversee evaluation and CRM-related budgets, including software, tools, vendor contracts, and training investments.

Research, Learning & Knowledge Mobilization Strategy

  • Lead a multi-year applied research agenda aligned with organizational priorities and program models.
  • Translate MEL data into clear, evidence-informed insights that articulate outcomes, impact, and program effectiveness.
  • Ensure all grant and major gift reporting is grounded in accurate MEL data and aligned with donor commitments.
  • Partner with Development and Communications to align impact reporting, dashboards, and storytelling.
  • Oversee alignment across MEL, fundraising, and finance data systems to ensure consistency and integrity.
  • Develop and execute a Knowledge Mobilization strategy to share insights with partners, policymakers, and the broader community.
  • Cultivate external research partnerships and represent the organization in sector forums and thought leadership spaces.
  • Build internal systems to capture and translate learnings into accessible tools, frameworks, and practice guides.

Organizational Learning & Capacity Building

  • Champion reflective practice, adaptive learning, and continuous improvement as core organizational norms
  • Foster communities of practice to enable peer learning and cross-program knowledge exchange
  • Establish and maintain internal knowledge repositories and learning platforms to improve staff access to evidence, tools, and resources
  • Promote cross-functional collaboration across Research, Evaluation, Programs, Communications, Finance, and Operations to strengthen insight generation and dissemination
  • Partner with Senior Directors and Program Leaders to embed evidence-informed decision-making into daily operations
  • Serve as a strategic advisor to the CEO, COO, and Senior Leadership Team on impact measurement, system investments, and organizational performance risks
  • Lead, coach, and performance-manage the Evaluation & Impact team, ensuring alignment with organizational and HR policies and standards
  • Champion initiatives that strengthen organizational readiness, collaboration, and learning culture
  • Lead and/or support change management efforts related to new systems (e.g., CRM, HRIS), program delivery models, and cross-functional ways of working
  • Ensure appropriate resource planning and allocation to support system enhancements and organizational growth

What We’re Looking For

Required Experience & Expertise

  • Post-secondary degree in Evaluation, Research Methods, Data Science, Public Administration, Social Sciences, or a related field; or equivalent senior-level experience.
  • 8+ years of leadership experience in evaluation, impact measurement, enterprise data systems, or performance strategy.
  • Demonstrated experience leading organization-wide CRM or enterprise system implementation.
  • Proven track record of leading organizational change, designing learning frameworks, and supporting high-functioning teams.
  • Proven success aligning evaluation with strategic planning, fundraising, finance, and board governance.
  • Experience building decentralized evaluation capacity across multiple departments.
  • Strong track record managing complex, cross-functional initiatives.
  • Experience supervising senior technical staff or leading high-capacity teams.
  • Advanced quantitative and qualitative analysis expertise.
  • Advanced training in evaluation design, data analytics, systems implementation, or change management preferred.
  • Experience working in youth-serving, community-based, or equity-focused organizations.

Key Competencies & Skills

  • Strong project management skills with the ability to lead complex, multi-phase evaluation strategies and enterprise-wide CRM or data system implementations.
  • Exceptional facilitation and presentation skills, with the ability to communicate evaluation findings clearly and engage diverse internal and external stakeholders.
  • Excellent interpersonal communication skills and the ability to build trust, collaboration, and alignment across Programs, Finance, Development, Communications, and Operations.
  • Ability to foster a data-driven culture grounded in reflective practice, evidence-informed decision-making, and continuous organizational improvement.
  • Strategic thinking and the ability to translate organizational goals and theory of change into effective evaluation frameworks, dashboards, and actionable insights.
  • Adaptability, analytical rigor, and a solution-focused, systems-oriented mindset capable of navigating complexity and driving sustainable impact.
  • Certifications or formal training in evaluation, research methods, data analytics, impact measurement, or change management are an asset.
  • Familiarity with CRM-enabled evaluation systems, participatory evaluation methods, logic model development, or multi-year organizational growth and impact planning.
