Job Summary:

Founded in 1960, the Youth Services Bureau of Ottawa (YSB) is one of the largest and most comprehensive non-profit agencies in Ottawa and a registered charity. It provides mental health services, employment programs, emergency shelter, community, health and housing services, and justice programs to youth in the Ottawa area, serving between 2,500 and 3,000 at‑risk individuals aged 12+ and their families every month. YSB employs 400 caring professionals in a unionized environment in over 21 locations across Ottawa.

Under the general supervision of the Director and with the immediate guidance of the Assistant Director, the Bilingual Coordinator is responsible for the overall functioning and operation of the Downtown Services and Drop-In programs in accordance with the policies and procedures established by the Youth Services Bureau.

Principal Duties:

Staff & Program Related:

  • Support the effective recruitment, supervision, evaluation and training of unit staff and student placements as assigned
  • Oversee and ensure the smooth day to day operations of the unit including the delegation of and coordination of essential daily activities
  • Ensure timely preparation of staff schedules
  • Facilitate unit staff meetings to assess program and client needs and outcomes
  • Support Youth Engagement staff to effectively work with youth teams to achieve work plan outcomes
  • Help to continue the development of effective peer supporter/adult staff working relationships, processes and procedures
  • Continue to develop by-youth-for-youth programming at the drop-in
  • Assist with the continued integration of on-site service partners (Health clinic staff; school staff; Wabano case management) with drop-in services
  • Assign work to staff as appropriate
  • Liaise with other services within Youth Services Bureau and within the community and participate in meetings as required
  • Contribute to program evaluation & service development including the identification of trends with program area
  • Contribute to Quality Assurance activities and reports and participate in research activities as required.
  • In conjunction with Director, work with Program Funders on program related activities
  • Regularly scheduled or periodical on call services are required
  • Ensure compliance with Agency policies and procedures, program policies, collective agreement and relevant legislation.
  • Ensure safe working practices are followed and established by the Youth Services Bureau and the program
  • Coordinate all assigned project activities

Clinical/Client

  • Oversee and participate in admission/discharge planning as required
  • Oversee Imminent Risk assessments and ensure proper safety plans and follow up plans are in place
  • Provide direct services to clients as required
  • Oversee planning of program defined celebrations and/or special events
  • Oversee access and referrals to appropriate services within Youth Services Bureau and or Community

Central Services/ Administration:

  • Ensure all administrative tasks are completed on time and in accordance with unit & Youth Services Bureau policies, including preparation of schedules, shift summaries, discrepancy reports, submission of payroll, approvals of time off requests and data entry
  • Prepare reports & statistical report documentation or other reports as required by director or program funders
  • Ensure electronic files maintained and current within established guidelines
  • Support the administration of budget & be accountable for spending
  • Prepare for licensing and accreditation as required
  • Maintain inventory supplies

Job Specifications/Qualifications:

  • Diploma or degree in Social Work or relevant field
  • Minimum 5 years’ experience in a related setting
  • Minimum 2 years’ experience in a supervisory role
  • Must have knowledge of drop-in-services and Housing First for Youth
  • Proven organizational and administrative skills.
  • Strong written and verbal communication skills.
  • Demonstrated decision making and problem solving skills.
  • Experience creating and delivering presentations
  • Experience working with budgets
  • Knowledge of ministries, guidelines, legislations, regulations and requirements
  • Knowledge of Youth Services Bureau Programs and Activities as well as Policies and Procedures
  • Knowledge of Community partnerships and available services
  • Computer skills
  • Experience working in a non-profit environment
  • Knowledge of mental health issues in adolescents
  • Experience in behavioural issues
  • Knowledge of various therapeutic approaches as well as intervention strategies and techniques
  • Availability to work flexible hours and assume on call responsibilities as required
  • Oral and written fluency in English & French is essential

Additional Qualifications:

  • Successful applicants will be required to provide a clear Criminal Record Check, Vulnerable Sector Check or Broad Police check obtained within the past six (6) months, as a condition of employment with YSB.
  • To confirm language proficiency required for this position, successful candidates may be requested to undergo an oral and written assessment conducted by a third-party provider, arranged by YSB. Candidates must meet the minimum required linguistic profile before their employment start date. Formal education may be considered as sufficient demonstration of language proficiency, but is subject to review.
