The Employment Counsellor, reporting to the Manager, Human Resources, is responsible for the day-to-day administration and delivery of Human Resources and employment services activities. The Employment Counsellor supports the Line Management on the Operating Platform during all aspects of Recruitment & Selection, Performance Management, and Employee & Labour Relations.

The ideal candidate will possess a University Degree in either or both, Human Resources and Social & Community Work.


Responsibilities:
  • Recruitment & Selection
  • ·Sources candidates from various and diverse network of referral sources, agencies and community organizations
  • ·Manage cycle of the recruitment and selection program, which includes facilitating information sessions and pre-screening candidates; interviewing; conducting reference checks
  • ·Assess potential candidate’s motivation and commitment for program participation and goals for future learning and advancement
  • ·Recommend suitable candidates to line management for further interview

  • Training
  • ·Facilitate on-boarding process
  • ·Ensure all relevant forms and documentation are completed and submitted in timely manner
  • ·Facilitate Health & Safety training to all new hires as part of on-boarding process

  • Performance Management
  • ·Manage the Performance Management Program to ensure that all reviews are completed in an efficient and timely manner
  • ·Liaise with the Line Manager in all aspects of performance management dialogue
  • ·Provide support to Manager and Operations Coach with employee concerns, including disciplinary action, as per Union Agreement
  • Employee and Labour Relations
  • ·Advise managers and employees on the interpretation of organizational policies, and Collective Agreement
  • ·Assist managers and employees throughout disciplinary and behavioural discussions
  • ·Participate in complaint/grievance investigations
  • ·Provide counselling, support and referral services; develop action/improvement plans

  • Case Management
  • ·Maintain organized records of all pertinent activities
  • ·Prepare progress and statistical reports, as required

Qualifications:
  • ·University Degree in Human Resources Management, Business, Social Services or related field
  • ·Strong knowledge of applicable legislation, including but not limited to: Employment Standards Act, Occupational Health & Safety Act, Workplace Safety & Insurance Board,
  • ·Strong working knowledge of MS Office applications, including Outlook
  • ·Maintains thorough documentation and respect of confidentiality, in accordance with organizational policies
  • ·Excellent counselling, assessment, communication, interpersonal, organizational, prioritizing, problem-solving, decision-making, and administrative skills



Other Requirements
·Availability for “on call” access as part of emergency response protocol, as required
·Ability to work flexible hours
·Valid Driver’s License and access to an insured vehicle
