Human Resources Development Canada (HRDC) recently released the Market Basket Measure (MBM), a new research tool to answer questions about low-income families. Do you think the market basket approach is a more accurate measure of poverty rates in Canada than some of the other measures used (e.g. LICO)?


From what I understand of the Market Basket Measure, I feel it more accurately reflects the poverty line. If, for example, it costs $l00 in Brantford, Ontario for the same food items that cost you $150 in Toronto then your $15,000 per annum salary is going to be more greatly impacted in Toronto. This only makes sense. I would, however, like to see a seperate poverty index that factors in additional costs such as medication/assistive devices necessary to indicate a minimum standard for our disabled/chronically ill citizens who bear additional financial burdens.
